This is an updated tutorial using R11.5 that shows how to use Thinking Particles Presets from the Content Browser to create an emitter and make particles follow a spline. The tutorial also shows how to take advantage of Render Instances.

I know a way to do this more simplier using mograph spline wrap and the emitter tool but this is more cooler in terms of not morphing the particles my way the particles get morphed a little on the curves...

To have the particles point along the spline, try opening the "Content Browser" under window. Once you are in there, look under "Thinking Particles" -> "Effectors." The one you are looking for is called "TP Align With Banking" or possibly just the "TP Align" one.
