rigging problem - joint pulls mesh

Your problem looks like a simple weighting issue.  Just select the shoulder joint with weighting painting or weight manager open and your see the shoulder weights.  Look to see if some verts from the head also have some weight assigned, if so use the subtract paint mode, or select the verts in that head area open weight manager Shift + doube click on weight tag, then choose subtract at 100% and click apply selected button.  The head should be 100% weighted to the head bone so check that as well as by looking at the your screen shot it would seem that it is not caused by verts assigned from head to shoulder but that some verts are not normalised.  If you check in the weight manager for pink colour values if so select these hit the normalised button, there should be no more than 100% assigned to a vert.  Upload the scene I can take a look.
