If the scene is dynamic, have you tried increasing steps per frame project settings > dynamics > expert. If an object moves sufficient distance in 1F to cause it to intersect, increasing the calculations per frame can usually fix this.

I got closer by putting your Emitter as a child of a Fracture Object, the added a Push Apart Effector. There was still a quick pass through. My other test was using a Cloner to drop the cards. This worked better. Look and see.
