Can't Edit Poly Object

I'm having some difficulties with Cylinder in Cinema 4d R20. I can't edit the cylinder...I made it editable. Please see the attached file below. Thanks,

Is your quantising switched on, that can throw a spanner in the works if not aware of it.

    My quantizing is not switched on...Still not working to move and scale. Does anyone know how to solve it? Thanks,

    Are you in Axis Mode ? Press L to turn that off if you are.

    Hi, this could also happen when you have soft selection turned on with very low radius settings.
