Dynamesh for C4D?

Does C4d have a function similar to ZBrush that will allow you to redistribute the polygons on the clay when modeling?

No.  They also don't have any good retopology tools.  Blender does have something like that and also has good retopology with retopoflow.  Retopoflow can be downloaded and used for free.  Zbrush, and 3Dcoat are also some good options for things like that.

Indeed, no. We have to make a base mesh that has polys where we need them...
We do have decent retopology tools available, but you'd need the HB modelling bundle for that, but even then it is not automatic.

I have a plan for adding quadriflow as a native C++ plugin for OSX and Windows. Will come later this year. That will give you a similar workflow. I will make it work with the sculpting tools to give a fast workflow.

In R20+, if you go to the sculpt layout, there is a "Volume Mesh" command. 
This creates a new geometry from the existing object but redistributes the polygons equally. Well, at least more or less. It's not on quads though, but should be good enough for prototyping.
