How would one create this?

Does anyone know how to create this landscape and effect on Cinema 4D?

I've made it on Adobe illustrator but I'd love to create this on Cinema4d and get some form of animation together. 

 

Any help would be much appreciated.

It looks like dots are based on topology (every single point of mesh is white dot). Maybe could be used cloner and luminiscence material. Maybe  atom array could be also a way...

  • Realising I suck on Cinema 4D today is not good! how did you manage the circles on the grid?

     

    I guess there's no way of accurately recreating the landscape to be like my image? due to seeds?

    In my example is just simple landscape added into the scene and created the same copy of the landscape with atom array.

    That was just pure example, how it looks like while using this technique...

    Creating landscape like in your example could be also pretty simple. Just add flat plane object with sufficient segmentation and select brush and deform surface to your needs, just use imagination. Use different brush modes/settings...
