Step Effector Time Offset

Step effector in your case don´t work because simply animated parameter is not part of cloner hierarchy. If there isn´t animated parameter, can not be offseted animation...

Try to adjust your objects in OM like this and try to play...

Tell me please, can i make the same animation with plains falloff in spline mode with MoSpline ( sourse spline - helix)

I have seen tutorial about this but in tutorial video used c4d R19 without Fields and new method, and i cant make the same things in new R21 version (
