You'd really think they would still be giving R21 bug fixes or at least some no-brainer features that should have been there in the first place like more than 8 bit substance support.  I'm not so sure.. it seems they are dead set on doing whatever they can to move people to subs.

The vast majority of these fixes pertain to new features added in S22, including the UV workflow enhancements and the implementation of the new modeling and viewport cores.

amongst other things being a long time studio MSA owner, I think I'm just really bitter about the new Substance support.  The integration is great but 8 bit is worthless to me and should have been there long ago.

The issue with the sculpting module performance doesn't seem to be solved. i've tried sculpting a small object with 6 million polys and the performance is not very good. In R21 the performance is still better.

The main issue is that the brush gets really slow when stroking the object surface and in the end becomes really bad to use. Each time i press the brush  this message appears  -initializing vertex buffer object -for 1-2 secs and in that time the brush doesnt work so it becomes really anoying. 

I really like these sculpting tools and i would like to see this issue solved...

This is probably a problem with your configuration. In my office on several computers with S22 there is no such problem. Even before SP1.

Report it to MAXON describing your hardware configuration and used progeams and plugins.

Just run this update and notice that the viewport camera isn't rotating properly around the object/point under the cursor. Worked fine before, but now it'll rotate around a random point in space even though my camera mode is set to cursor just as before. I don't think I can think of anything more annoying.

I am sure its not due to update. That happens to me too, not often luckly, but I never managed to figure out what is the cause of it.Copy everything to a new scene would usually fix the issue. Or restarting C4D or deleteing Preference folder!
