How do I apply a snake skin from the content browser to my snake I made?

Simply create new material in material manager and drag this texure/image into Color/Difuse/Bump/Displacement... (wherever you need) channels into texture input fields. For Color you could colorize it, for Difuse maybe add some noise as dirt etc...

That looks like a sculpt brush preset to me. And if it is, it is designed to be used with... you guessed it, the sculpting brushes !! So it contains no colour information, and as such is probably not that helpful used straight as a texture, unless it's in the displacement or bump channels, although of course it could be colorized for use in the Diffuse channel or just multiplied with an existing colour...
