Unable to edit 16/32 bit exports in PS

I am not sure if this is normal but whenever I export a PDF/TIFF format in 16 or 32 bit, I can't seem to edit it in Photoshop. I can open the file but I cannot additional layer or duplicate the back ground layer. Hence, I cannot make any modification may it be color correction or just adding text. 

I always end up exporting in 8 bit. 

Can you confirm if such is really the case in 16 or 32 bit? Thank you.

I use PS CS5 extended, and yes there are limitations of what you can do in a full floating 32bit format which is a right pain for compositing.  As for adding new layers that should not be a issue only filters and such have limitations.

What PS version you using?

Typical workflow would be to import 16/32, and then downsample to 8 bit, getting the correct colors you wanted along the way, save a copy.

Still very much worth it to export at 32 bit and get the color correction you want.

Im not  sure how the latest version of PS handles down sampling, but In CS5 with multiple layers when down sampling can mess up the Gamma, when converting from 32bit to 8bit.
